Fahmy suggests, inter alia, a UN Security Council resolution reaffirming support for such a zone and establishing a maximum of 15 years (when most provisions of the JCPOA no longer apply) for its realization. The UN should task a small technical expert group to draw up a model agreement, and later host a regional negotiating process on that basis.
